Tuition is determined by the governing authorities each year. The tuition booklet is produced upon receipt of tuition updates and is publicized on the College’s web site and at its information and application station. This booklet contains essential information regarding issues related to tuition for the current academic year (2006-2007). You should read it carefully and you should act in accordance with that stated therein. We direct the attention of students to their obligation to be familiar with the rules and regulations related to tuition. Lack of knowledge of these rules and regulations does not detract from their applicability and will not constitute grounds for failure to honor them or a justification for a deviation from them.
The tuition component of the College’s departments
The annual tuition for students in good standing is comprised of a basic tuition and accompanying fees. The tuition schedules and accompanying fees for the 2006-2007 academic year are based on the fees for the 2005-2006 academic year and are fully linked to the Consumer Price Index. These price schedules are subject to change as may be decided upon by the authorized institutions of the College. Moreover, the tuition for the 2006-2007 academic year is not final and changes may occur in it according to Government decision.
No changes related to a reduction have been made in academic fees for the academic year 2006-2007 and it is based on the reductions determined in the 2005-2006 tuition. Tuition for 2005-2006 was reduced by a rate of 26% (twenty-six percent) in relation to the tuition for the 2000-2001 academic year. (There was a reduction of 14% for 2002-2003; an additional 3% was applied for the years 2003-2004 and 2004-2005, and there was an additional 3% reduction for the 2005-2006 academic year.) This was done based upon a decision of the Committee to gradually reduce tuition at institutions of higher learning. This decision was approved by the Government of Israel. However, this reduction in tuition was based on a decision by the Government to fund this reduction. Therefore, if the College does not receive full coverage for this reduction, students will pay the full tuition at a time as will be announced by the College. |
The following are the principles by which tuition is calculated:
Calculation of annual tuition will be made as a multiple of the quantity of credits that the student takes during the current year by the value of the credits. (The value of a credit point = NIS 215.)
Since the distribution of hours will not the equal during the course of the study year, (both as selected by the student or as a function of the departmental program), it may be reasonable to assume that a student will be charged more than 100% of the tuition in a particular year, while in another year he or she will be charged less. A full study program is a program of 40 credits per year (an accumulation of 160 credits for a degree divided into four years of study). The student will pay 100% of the tuition for this program.
Calculation of tuition for first-year students:
First-year students will pay tuition in accordance with the study program that they have taken and the credits that they have accumulated:

A student who studies in a full program (40 credits) will pay 100% of the reduced tuition (NIS 8,588).

A student who studies more than 40 credits during the year will today according to the number of credits that she/she has taken (a multiple of the number of credits by the value of the basic credit point).

Students that study less than 18 credits during the year are not entitled to a reduction in the tuition in the amount of NIS 3,017 (full program).
This is in accordance with the guidelines of the Council for Higher Education and in accordance with the Government of Israel’s decision, where it was determined that:

A student who will be registered for a full annual study program (in an amount exceeding 18 credits) will pay a reduced tuition.

A student who will be registered for less than a full annual study program (i.e., in an amount less than 18 credits) will pay tuition without the reduction; upon supplementing registration to a full study program (and, simultaneously, completion of payment of the full annual tuition), the student will receive a reimbursement in the amount of the reduction.

A student who has registered for a full annual study program and has canceled his/her studies or part thereof during the year will be required to return this reduction until completing the full annual study program.

Prior courses that have been taken at recognized institutions of higher learning, that have been recognized for the student and have earned him/her an exemption in credits toward the degree, will be considered as having been completed by the student for purposes of calculating the full annual study program, and will provide him/her with an entitlement to reduced tuition.
(*) A student who takes less than 20 credits during the year will pay an additional overhead in the amount of 10% of the reduced tuition (*). The value of a credit point based on the full tuition without a reduction in the amount of NIS 11,605 is NIS 290 (11,605/40 = 290).

Payments for English courses
The basic tuition does not include payment for English courses. Students that are required to take English courses at the “advanced” level (Level 1) are exempted from payment for the course. Students that are required to take English courses at the “intermediate” levels (Level 2 and Level 3) will be charged a total of NIS 850 for the course for each semester.
Calculation of tuition for second through fourth year students
Students in the second through fourth years will be charged according to the amount of credits for which they register in their study program, where the tuition charge will be calculated based on a multiple of the number of credits by the value of credits (NIS 215). The minimum cumulative tuition for a degree is 400% and a student will be charged this minimum amount even if he has completed his studies in less than four years.
Note that upon submitting a request for finishing a degree, the Tuition Department will prepare a final accounting of tuition that includes a review of the minimum accumulated tuition payment at a rate of 400% as well as payment for courses retaken during the years of study and various additional payments (such as carrying charges, overhead, English courses and the like) if the student has been charged for them. Certification of entitlement for the degree will be provided to the student if he/she has no outstanding tuition charges and/or other debts to the College (such as library fees).
Students that have deviated from a full study program and/or have repeated courses will be charged an additional payment for the credits that have accumulated above the full study program.
Carrying charges – a student who continues his studies for a degree beyond four years as well as students that suspend completion of their degree beyond one year will pay tuition for each additional study year relative to the scope of studies of that same year with an addition in an amount of 10% of the basic tuition. If the student studies for one semester, the addition will be in a rate of 5%.
Supplementary payments in the amount of NIS 455 and a Security Fee in the amount of NIS 375 are added to the basic tuition. These payments are uniform and fixed and are independent of the scope of the study program.
